CBL participates in the first meeting of 2024 with the United States Agency for International Development.President of Political Council issues decree to establish HOCC

Tunisia, The Governor of the Central Bank of Libya, ‘Al-Siddiq Al-Kabir,’ participated, Friday, in the first meeting of the year 2024 with the United States Agency for International Development (USAID) in the Tunisian capital, in the presence of the Deputy Governor, ‘Marai Al-Barassi,’ and ‘John Cárdenas,’ Director of the United States Agency for International Development (USAID).

The Central Bank of Libya stated that this meeting comes to find out the latest developments in the project to raise the capabilities and efficiency of the employees of the Central Bank of Libya in cooperation with the United States Agency for International Development (USAID), which was launched at the end of the year 2021, and to review what has been accomplished in the basic projects, the most important of which are the balance of payments, banking supervision, combating money laundering, risk management, human resources development, and setting priorities for the next stage.

Decree No. (95) of the year 1445 AH was issued today,Saturday, by the President of the Supreme Political Council establishing the Humanitarian Operations Coordination Center (HOCC).

The decree included four articles. The first article stipulated the establishment of a center called the Humanitarian Operations Coordination Center (HOCC), affiliated with the Office of the Supreme Commander of the Armed Forces, subject to his supervision, and enjoying legal personality, with its main center in the capital, Sana’a.

The second article stipulates that ‘the Center contributes to mitigating the humanitarian effects and repercussions (on civilians and civilian objects) in the theater of military operations (land, sea and air) through adherence to Islamic teachings , compliance with international humanitarian law , other relevant international laws and conventions in a manner that does not conflict with the interests of the Republic.’ Yemen or harm it.

Article Three stipulates that the Center has the right to carry
out its tasks:

A- Communication and coordination internally and externally with all parties, governmental and non-governmental agencies and relevant international organizations.

B- Including representatives from the relevant competent authorities as needed.

Article Four stipulates that this decision shall be effective from the date of its issuance and shall be published in the Official Gazette.
