DMCC Unveils New Foundations Regulations to Enhance Private Wealth Management

Dubai:DMCC has officially launched its new Foundations Regulations, significantly enhancing its offerings in private wealth and structuring.

According to Emirates News Agency, this initiative follows DMCC's June announcement about introducing Foundations as a new structuring solution. The framework was developed after extensive market consultation and international benchmarking, providing a modern legal structure for high-net-worth individuals, family offices, entrepreneurs, and international clients seeking flexibility in asset management and succession.

Under the new regulations, a DMCC Foundation is established as a separate legal entity from its founder, councillors, guardian, and beneficiaries. This structure allows assets to be held and managed according to the Foundation's objectives, supporting long-term asset holding, succession planning, and wealth preservation.

Ahmed bin Sulayem, Executive Chairman and CEO of DMCC, stated that the establishment of these regulations marks a critical step in expanding DMCC's private wealth offerings. He emphasized that Dubai is attracting increasing global investment, and the infrastructure to manage this capital must evolve accordingly. The addition of Foundations complements existing structures like SPV and HoldCo, supported by the DMCC Wealth Hub and DMCC FinX, providing a comprehensive platform for capital structuring from Dubai.

The framework offers significant flexibility in structuring and governance, allowing founders to set provisions for beneficiaries, asset management, and governance arrangements. Certain powers, such as investment decisions, may be reserved for founders or designated persons. Foundations can be established with initial assets starting from US$100.

This development strengthens DMCC's position as a platform for private capital, linking wealth structuring with investment opportunities and access to global markets. It complements DMCC's broader expansion into private wealth and capital structuring, which began in 2025 with the introduction of SPV and HoldCo licenses.

DMCC is finalizing elements of the framework's market rollout, including guidance for establishing and administering a DMCC Foundation and a streamlined digital onboarding experience, expected to launch in the coming weeks.
