MoHESR Enhances Oversight to Ensure Compliance and Protect Students’ Rights

Abu Dhabi:The Ministry of Higher Education and Scientific Research (MoHESR) is advancing its regulatory framework through a proactive, data-driven approach that integrates modern technologies and risk-based oversight. These measures aim to safeguard students' rights, enhance compliance among educational institutions, and elevate the quality of the UAE's higher education system.

According to Wam, the Ministry's efforts have led to a significant shift in its regulatory role, transitioning from merely identifying violations to a comprehensive system focused on risk prevention, early detection of non-compliance, and corrective monitoring. This evolution is evident in the results recorded for 2025 and 2026.

The Ministry has implemented digital technologies and artificial intelligence tools to bolster its proactive oversight framework. These tools are used to monitor advertisements and academic practices, enabling early detection of non-compliance and prompt corrective actions. Since the start of 2026, the Ministry has reviewed 3,970 digital advertisements, identifying 88 as non-compliant, achieving an overall compliance rate of approximately 98%.

In addition to digital monitoring, the Ministry conducted 228 regulatory visits and inspection campaigns, leading to 32 corrective action plans. The closure rate for these plans reached 84%, indicating a focus on resolving non-compliance and ensuring educational quality.

Coordination with the Ministry of Human Resources and Emiratisation has resulted in nearly 90 field visits to verify practical training quality for higher education students, involving 441 students across 90 institutions and companies. These inspections aim to enhance training experiences and protect students' rights, with corrective action plans issued to address any deficiencies.

The Ministry's regulatory activities encompass verifying institutional licensing, program accreditation, advertisement accuracy, and academic integrity. These efforts align with Cabinet Resolution No. (143) of 2026, which governs violations, penalties, and administrative measures related to the Ministry's mandates, emphasizing the protection of students' and trainees' rights.
