UAE and Belarus Implement Trade in Services and Investment Agreement

Abu Dhabi:The Trade in Services and Investment Agreement (TISIA) between the United Arab Emirates and the Republic of Belarus has officially come into effect, marking a new phase in economic relations between the two countries.

According to Emirates News Agency, the agreement aims to improve market access for service providers, enhance investor protections, and create new opportunities for private-sector collaboration. It complements the Economic Partnership Agreement between the UAE and the Eurasian Economic Union, which focuses on trade in goods.

Dr. Thani bin Ahmed Al Zeyoudi, UAE Minister of Foreign Trade, stated that the agreement is pivotal in fostering sustainable economic growth. It establishes a more predictable framework for services trade and investment, facilitating private-sector partnerships and business opportunities in high-growth sectors.

The TISIA is set to reduce market entry barriers, promote investment flows, and encourage joint ventures in areas of mutual interest. It provides businesses and investors with clearer operational rules and greater certainty.

The agreement is built on a strong foundation of bilateral trade, with non-oil trade between the UAE and Belarus reaching US$316.4 million in 2025. Re-exports accounted for US$268 million, imports from Belarus were US$45.3 million, and UAE non-oil exports totaled US$3 million. In the first half of 2026, bilateral non-oil trade amounted to $67.4 million, with UAE non-oil exports to Belarus increasing by 202.4 percent compared to the same period in 2025.
