Online Learning Sees Steady Growth Across EU, Netherlands Leads

Brussels: In 2025, 34.8% of EU internet users reported engaging in online courses or utilizing online learning materials. This marks a 1.4 percentage point increase from the previous year, when 33.4% of users participated in online learning. The trend reflects a significant rise from 2019, when only 21.4% of internet users accessed such educational resources, as detailed in figures released by Eurostat, the statistical office of the European Union, to commemorate the International Day for Digital Learning on 19 March.

According to Emirates News Agency, the Netherlands emerged as the leading country within the EU, with 60.2% of its internet users involved in online learning activities. Ireland followed closely with 59.7%, while Finland and Sweden reported 50.7% and 50.6% respectively. In contrast, Romania, Bulgaria, and Cyprus showed lower engagement rates, with 11.8%, 18.4%, and 21.0% of their internet users participating in online education.

Among specific online learning methods, 17.3% of EU internet users enrolled in online courses in 2025. Ireland, Finland, and the Netherlands recorded the highest participation rates at 29.6%, 29.3%, and 28.5%, respectively. Additionally, 30.5% of internet users utilized online learning materials, with the Netherlands again leading at 55.1%, followed by Ireland at 50.4% and Hungary at 46.4%.
