A delegation from Qatar participated Sunday in the third Arab Conference on Sports and Law, held under the title “Mechanisms to Enhance the Professional Effectiveness of Arab Sports Arbitration Institutions.” The conference is being organized by the Arab Organization for Administrative Development (ARADO) of the Arab League over three days at its headquarters in the Egyptian capital, Cairo.
President of the Qatar Sports Arbitration Foundation (QSAF) Ibrahim Khalil Al Mohannadi presented the foundation’s experience since its establishment in 2016 in a speech during the second session of the conference, which was held under the title “Challenges Facing Arab Arbitration Centers and Mechanisms to Enhance Their Professional Effectiveness.” He pointed out that QSAF operates with legal independence by applying the regulations and laws of local and international federations and associations to specific disputes in each sport.
Al Mohannadi noted that the QSAF has held awareness workshops to address the challenges fa
cing its work, especially those related to the lack of awareness of sports arbitration among sports sector affiliates, as well as the lack of awareness of its mechanisms among lawyers. He pointed out that QSAF’s role aims to create a transparent environment that enables all parties to sports disputes to access all the necessary information to file a complaint or initiate a lawsuit.
He added that the establishment of the QSAF came within the framework of the joint efforts of four Qatari sports institutions, namely: the Qatar Olympic Committee, the Qatar Football Association, the Qatar Players Association, and the QSL Foundation. It emulates the Court of Arbitration for Sport (CAS) and the best international practices.
In this regard, the QSAF President pointed to the adoption of a list of arbitrators and mediators, most of whom are international, regional, and local arbitrators who are known and accredited by the CAS. The judicial aspect has also been separated from the administrative aspect, so that the arb
itrators have complete independence in making their decisions without any pressure, in a transparent and independent environment that transforms and reduces the chances of corruption in the sports sector.
Al Mohannadi explained that QSAF’s judgments are final and not subject to appeal, pointing out that all its decisions have been implemented by sports institutions or through the enforcement court affiliated with the Supreme Judicial Council.
