EAD Implements New Resolution for Environmental Consultancy Offices in Abu Dhabi

Abu Dhabi: The Environment Agency - Abu Dhabi (EAD) has introduced Resolution No. (4) of 2025 to regulate the approval and registration of environmental consultancy offices (ECOs) in the emirate. This resolution is designed to oversee the procedures for licensing ECOs engaged in environmental consulting, studies, and research, ensuring the delivery of efficient consulting services.

According to Emirates News Agency, the resolution encompasses all ECOs, whether pre-existing or newly licensed, and covers offices focused solely on environmental consulting or those with broader activities. The EAD will collaborate with relevant entities in the emirate to implement the resolution's provisions, including withholding renewals or amendments of licences for ECOs not certified by EAD.

The EAD is tasked with developing educational and awareness programmes for environmental consultancy offices. These programmes focus on approval, registration, classification requirements, and the standard operating procedures necessary for quality environmental consulting.

The resolution mandates offices to submit detailed applications, including staff qualifications, project records, and study samples. Approval criteria require office directors to have relevant qualifications and experience, supported by a capable technical team, modern tools, and a licensed physical headquarters in the emirate.

Environmental consultancy services must be conducted through EAD-approved offices. The resolution also outlines the obligations of consulting offices, such as obtaining prior approval for activities, avoiding conflicts of interest, maintaining confidentiality, and adhering to scientific standards.

The EAD retains the authority to suspend or revoke office approvals under specific conditions and to adjust office classifications. An annual review process evaluates performance and determines classification changes based on study quality.
