Dubai: In his capacity as the Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister, issued Law No. (7) of 2026 concerning the Dubai Police Academy. The Law positions the Academy as a center for excellence in policing, legal, and security education, aiming to supply well-qualified personnel to police forces, security, and military entities.
According to Emirates News Agency, the Law outlines objectives for the Dubai Police Academy, including providing high-quality, innovative education, supporting research and continuous development, and promoting military discipline, accountability, and institutional values. It also specifies the Academy’s scope and organizational structure.
The Law mandates the formation of a Board of Trustees as the highest authority overseeing the Academy’s affairs and administration. The Board, composed of a Chair, a Vice Chair, and members with expertise in relevant fields, is responsible for approving strategic plans, education, training, research policies, academic programs, and specialized research units.
Additionally, the Law establishes a ‘Scientific Council’ chaired by the Dean, which includes Assistant Deans, heads of academic departments, and other members. The Council’s responsibilities include proposing strategic plans, policies for education, training and research, and academic programs. It also sets criteria for academic degrees and approves research standards and curricula.
The Law specifies the academic degrees offered by the Academy, including bachelor’s, master’s, and doctoral degrees in various specializations. It also defines the study and examination system and requires the Board of Trustees to introduce an incentives system to reward students and military trainees.
Furthermore, the Law obliges nominated students or their guardians to commit in writing to serve in the police for at least five years post-graduation, with provisions for repayment of expenses in case of withdrawal. The Law also mandates a complete digital transformation of the Academy’s activities, utilizing artificial intelligence, virtual reality, and advanced simulations.
This new Law replaces Law No. (11) of 2005 and cancels any conflicting provisions. Existing regulations remain valid until updated. The Law is effective from its publication in the Official Gazette.
